APPLICATION FOR CITIZENS’ OVERSIGHT COMMITTEE
The Board of Trustees of the Santa Barbara Community College District is seeking qualified, interested individuals to serve on the independent Citizens’ Oversight Committee (“COC”) of the Measure V Bond program.
Proposition 39 Bond Election
On June 3, 2008, voters residing within the Santa Barbara Community College District
passed Measure V under Proposition 39. Measure V is a $77,242,012 million bond measure
which authorizes funding for needed repairs, upgrades, and new construction projects
to the schools within the Santa Barbara Community College District.
Establishment of a Citizens’ Oversight Committee
After a bond authorized under Proposition 39 is passed, state law requires that the
Santa Barbara Community College District Board of Trustees appoint a Citizens’ Oversight
Committee. The committee was appointed in November 2008.
Committee Responsibilities
In accordance with Education Code Section 157278(b), the Citizens’ Oversight Committee
shall:
- Inform the public concerning the District’s expenditure of Measure V bond proceeds;
- Review expenditure reports produced by the District to ensure that Measure V bond proceeds were expended only for the purposes set forth in Measure V;
- Present to the Governing Board, in public session, an annual written report outlining their activities and conclusions regarding the expenditure of Measure V bond proceeds.

Appointments of Committee Members
All appointments will be made by the Governing Board from applications submitted to
the district.
Time Commitment and Term
The Citizens’ Oversight Committee meets three times each year. Initial appointments
were staggered, such that some of the initial appointees were appointed to serve one
full two-year term and others were appointed to an initial one-year term. The initial
appointments of the members appointed to an initial two-year term are now at an end.
Five committee seats are available. Interested applicants are encouraged to complete
and submit an application for appointment to the committee for a two-year term. Sitting
committee members are eligible to be reappointed for a second term.
